Our client a fiduciary and fund administration company are looking to appoint a permanent Head of Compliance to play a central role in the Jersey compliance function.  In this role you will be responsible for ensuring all business transactions and compliance monitoring programmes adhere to all legal, regulatory, and internal policies and procedures.

You will act as a member of the Jersey leadership team, requiring regular interaction with staff at all levels across the Jersey office.  To be considered for this role you must be suitable qualified and have in depth knowledge of the Jersey legal and regulatory compliance environment.

KEY RESPONSIBILITIES:

  • Effectively manage the regulatory environment, ensuring regulatory filings and deadlines are met in a timely manner
  • In conjunction with the Board, take the lead role in the development of Jersey policies and procedures, reviewing and revising where applicable:
    • the Jersey AML/CFT Manuals
    • CDD related Jersey policies and procedures
    • propose new policies and procedures when required
    • ensure these are kept up to date in line with regulatory changes and thematic findings
  • Undertake the Compliance Monitoring Programme, including the succinct and clear presentation of CMP findings and recommendations
  • Maintain and update the General and AML/CFT Business Risk Assessments
  • Oversee the timing and process of all risk reviews to ensure completion pursuant to the Compliance and Procedures Manuals and regulatory guidance
  • Act as Compliance Officer (CO), Money Laundering Reporting Officer (MLRO) and Money Laundering Compliance Officer (MLCO)
  • Act as CO, MLRO, MLCO to regulated client Jersey vehicles and subsidiaries where applicable
  • Consider and respond to requests for assistance from employees in respect of compliance and AML/CFT matters
  • Pro-actively manage and co-ordinate the completion of action points rising from the CMP testing with internal teams, logging any agreed remedial actions and reporting on progress to internal committees
  • Lead with the formulation and delivery of training to all staff in respect of compliance and financial crime matters
  • Provide direction and support to employees in respect of relationship risk assessments, ECDD, CDD, sources of funds and wealth, other compliance and Financial Crime / Handbook matters
  • Preparation of the Compliance Officer and Money Laundering Reporting Officer’s quarterly reports to the Board and relevant client boards
  • Maintain key risk management records, and registers
  • Highlight or escalate matters of concern to the Board
  • Co-ordinate and prepare for all regulatory visits on behalf of the Board
  • Liaison with stakeholders including but not limited to the JFSC, banks, Financial crime unit etc and ensuring the information presented is accurate

 QUALIFICATIONS AND EXPERIENCE:

  • Proven compliance experience in a senior capacity, including holding key person MLRO, MLCO roles within a fund/ fiduciary sector compliance role and environment
  • In depth knowledge of the Jersey legal and regulatory compliance environment, fiduciary and investment financial services, including the Jersey Handbook and Money Laundering Order, TCB & FSB codes
  • Experience of remediation plans and JFSC interaction an advantage
  • Proven ability to lead a team on technical compliance issues and change
  • Team management experience
  • Hold a recognised compliance qualification:
    • ICA Governance Risk and Compliance – advanced certificate or higher
    • ICA in AML – Advanced certificate or higher
